No. If you are on the monthly plan, your credits renew every 30 days based on when you subscribed. On the annual plans, the credits renew annually, based on when you subscribed. There are no credit rollovers and any unused credits expire.
Is there a contract or long-term commitment?

No. Monthly plans can be canceled anytime; annual plans renew automatically but also offer cancellation at any time with no pushy sales tactics or forced upgrades.
